Captain Helder Fialho de Jesus is professor in the Military University Institute since 2020 and is leading the Navy department, after 3 years of experience as chief of the Cyber Defence Centre (CCD) of the Portuguese Armed Forces. He is also a PhD candidate at NOVA University Lisbon on International Relations – Defence and Strategy.
Upon completing his studies in the Naval Academy he served in several officer’s positions in the Portuguese Navy. The last one was as Director of the Navy Crypto, Data and Communications Centre, being the PRT Navy Rep in the NATO C3 Concepts and Requirements (Maritime) Capability Team (MC3Cat) until 2017. From 2009 to 2012 he was appointed to NATO, at SHAPE, Belgium, as CIS planner for exercises and operations. From 2012 to 2015 we was Military advisor in National Defence Policy Directorate at MOD. Then he moved to the General Staff to be in charge of the Cyber Defence Centre of the Portuguese Armed Forces and was also appointed to lead the Portuguese team in NATO CWIX exercise (2018-2019) – The major interoperability exercise. He was also the National Rep @NATO Cooperative Cyberdefence Centre Of Excellence (CCDCOE) Steering Committee (2018-2020). He is expert in Communications and Electronics Warfare; graduated in Information Systems (INESC), with National Defence Auditor course (IDN) and the Program on Cyber Security Studies (G.Marshall Center - Garmish) and is attending the course Strategic Leadership in the Global Societal Security Programme, in the Swedish Defence University (SDU).
