Doctorate in Administration and Public Policy in the Institute of Social and Political Sciences and a degree in Military Sciences from the Military Academy.
As complementary training, he has post-graduate qualifications in Accounting, Public Finance and Budget Management from the Higher Institute of Economics and Management; in Public Management and Administration from ISCSP; in Security Management and Direction from the Autónoma University of Lisbon; in Law and Security from the Law Faculty of the New University of Lisbon and in Military Sciences, Security and Defence from the Military University Institute (IUM).
He is also qualified with the career curricular courses, the Joint Staff Course, the Advanced Course in Public Management from the National Institute of Administration, the Course on Public Management in Local Administration from the Local Authorities Studies and Training Centre and the Course on National Defence from the National Defence Institute.
He holds the degrees of National Defence Auditor, Internal Security Auditor and Security Director.
Throughout his career, at the national level, he has served in in various organizations, in particular as manager in the areas of finance, assets and information systems in the Social Services of the Republican National Guard; head of office of the Commander of the Doctrine and Training Command and head of the Budget Division of the Republican National Guard and; Director of the Municipal Police and Inspection Department of the Cascais Town Council.
At the international level, he performed functions as trainer expert advisor of the European Police College and as Management Control Officer in the NATO Training Mission in the Afghanistan theatre of operations.
On the academic and professional level, he is a guest lecturer at ISCSP and develops consultancy and advisory activities in governance and security.
